COBRA is not an insurance plan. It is a law, the Consolidated Omnibus Budget Reconciliation Act. It was enacted in 1985. It mandates that under certain Qualifying Events in which you would typically lose health insurance benefits, your employer must offer continuation group health care coverage to you and certain family members for 18 to 36 months.
